That in the case of arrangements considered by the two Governments to involve a rationalisation of the resources (including productive resources) of the Free Trade Area to ensure their most economic use, the Governments should consult with a view to taking whatever measures are necessary to ensure that the objectives of such agreed rationalisation arrangements are achieved.
