The Parties to the International Convention for the Safety of Life at Sea, done at London on 1 November 1974, recognised the need for the introduction into the aforementioned Convention of provisions for survery and certification harmonized with corresponding provisions in other international instruments. The concept of the system is that search and rescue authorities ashore, as well as ships in the vicinity, will be rapidly alterted in the event of an emergency.
