Establishes an Economic Cooperation Centre for Asian and Pacific Region, located at Bangkok in Thailand for the purpose of promotions and accelerating economic development in member countries and to encourage further economic cooperation, trade and environment etc. Governments which are members on observers to be Asian and Pacific Council (ASPAC) are entitled to membership of the Centre and shall become member signature. Governments which are neither members or observers may be admitted to membership subject of the approval of the Council and the subsequent deposit of an instrument of accession to the Agreement. Any member may propose amendments which will operate only after acceptance by all members.
