The Protocol broadens the list of acts made unlawful under the Convention, to include new maritime terrorism offences and creates offences relating to the illicit trafficking of WMD-related materials. The Protocol also introduces provisions for the boarding of ships where there are reasonable grounds to suspect the commission of an offence under the amended Convention.
