The purpose of the Convention on the Rights of Persons with Disabilities is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all person with disabilities, and to promote respect for their inherent dignity.

The Optional Protocol to the Convention provides a mechanism for individuals or groups of individuals to make a claim to the Committee on the Rights of Persons with Disabilities (a communication) if they believe that their rights under the Convention on the Rights of Persons with Disabilities have been breached. The Committee may only receive communications after all domestic remedies have been exhausted except in circumstances where the applications of the remedies is unreasonably prolonged or unlikely to bring effective relief.

Accession to the OP-CRPD is seen as an important marker of credibility for states when disability rights are being considered internationally. New Zealand is committed to progressive realisation of rights and outcomes for disabled New Zealanders and the OP-CRPD can be seen as a useful, independent, international source of expert feedback on domestic areas needing improvement.
