The amendments enable New Zealand airlines to operate with unlimited frequency and capacity to and beyond any point in Japan, except for airports in the Tokyo region (which are subject to restrictions). Japanese airlines are able to operate to and beyond any point in New Zealand, with the same restrictions as New Zealand airlines for services originating in Tokyo.
