  • added the UPU’s mission in the Preamble
  • added Article 1bis (Definitions)

  • amended Article 22 (Acts of the Union)

  • amended Article 30 (Amendment of the Constitution)

  • Article 31 (Amendment of the General Regulations, the Convention and the Agreements).

The amendments are technical and non-controversial in nature and have no impact on New Zealand. They either clarify the wording of the Articles without imposing additional obligations, or provide for a procedural change.
