This Additional Protocol to the Constitution of the Universal Postal Union amends or adds various articles to the Constitution, and remains in force indefinitely.

The Protocol relates to:

  • Restricted unions and special agreements
  • Accession or admmission to the Union, and the procedure involved
  • The UPU's bodies
  • Consultative Council for Postal Studies
  • Expenditure of the Union and the financial contribution of Member Countries
  • Notification of ratfiications and other forms of approval of the Acts of the Union
  • Accession to the Additional Protocol and to the other Acts of the Union
  • Entry into force of the Additional Protocol

By way of background, the Constitution is the fundamental Act containing the rules of the UPU. It is ratified by the Governments of each country. Amendments to it can only be made at UPU congresses, and are recorded in additional protocols, which are also subject to ratification.
