These 2012 General Regulations adopted at the Doha Congress replace the General Regulations of the Universal Postal Union adopted at Bucharest in 2004 and amended by the First Additional Protocol at Geneva in 2008.

The 2012 General Regulations require ratification.

They provide for changes to the internal workings of the UPU to ensure the continued uniformity and modernisation of the international letters and parcels networks. The new General Regulations also provide for an amended and expanded arbitration process to resolve disputes between member countries.
