When Croatia joined the EU on 1 July 2013, it was required to apply the EU common external tariff which is less liberal than Croatia’s formerly applied tariff schedule. As a consequence some New Zealand exports faced higher tariffs than our exports had previously faced into Croatia. 

Under the General Agreement on Tariffs and Trade (GATT), WTO Members are entitled to compensation if their market access is negatively impacted as a result of this. Consequently, under these rules, New Zealand has been engaged in bilateral compensation negotiations with the EU since July 2013 with a view to securing trade compensation for products where Croatia’s application of the common EU tariff resulted in higher tariffs than our exports had previously faced into Croatia (particularly beef, and sheep meat).

Bilateral negotiations with the EU have now concluded, resulting in agreement to grant a small (1,875 tonne) increase in the EU’s global beef quota (which attracts a lower - 20% - tariff) and a marginal (135 tonne) increase in its Country Specific Tariff Quota (zero tariff) for New Zealand sheep meat.

New Zealand and EU officials have finalised the text of an Agreement in the form of an Exchange of Letters intended to be signed by New Zealand’s Permanent Representative to the WTO, David Walker, which will formalise the outcome of the bilateral negotiations on compensation.
