New Zealand delegation participated at the International Telecommunication Union's World Radiocommunication Conference 2015 (WRC-15) and signed the Final Acts of the conference.

The ITU is the United Nations specialised agency for information and communication technologies. The ITU allocates global radio spectrum and satellite orbits, develops technical standards and works to improve access to information and communication technologies worldwide.

World Radiocommunication Conferences are held every 3-4 years to review and revise the International Radio Regulations. These Regulations form the basis of worldwide use of the radio spectrum and are a part of the intergovernmental treaty on telecommunication.

The International Radio Regulations are incorporated into New Zealand legislation by reference in the Radiocommunications Act 1989. 

The 2015 amendments to the International Radio Regulations are technical in nature and are expected to:

a) Intensify the development of radio technology for next generation mobile broadband services;
b) Facilitate new mobile-satellite services to be used for global flight tracking to enhance flight safety;
c) Promote an internationally-coordinated approach to spectrum used by public safety communications;
d) Foster the development of global standards for communication systems needed by unmanned aerial systems; and,
e) Expand the use of new digital identification systems used in maritime communications for improved safety of life at sea. 

 

Final Acts of the Amendments to the International Radio Regulations were published in the final text of the 2016-edition (https://www.itu.int/pub/R-REG-RR-2016).

The entire 2016-edition of International Radio Regulations enter into force as of 1 January 2017, in accordance with Article 59 of International Radio Regulations.

Instrument of ratification was depositd to the ITU on 24 October 2018.
