Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer, Kigali 15 October 2016
Treaty Code:
M2016-04
Treaty Type:
Multilateral
Common Name:
Kigali Amendment to the Montreal Protocol
Responsible Department:
Foreign Affairs and Trade
Administering Department:
Environment
Treaty Status:
In Force
Treaty Summary:
The Kigali Amendment to the Montreal Protocol extends the list of substances controlled under the Protocol to include hydrofluorocarbons (HFCs), which are greenhouse gases with high-global warming potentials. HFCs are commonly used in New Zealand in refrigeration, air conditioning and other smaller uses.
Under the Amendment, Montreal Protocol Parties are required to gradually phase down HFC production and use. First reductions by most developed countries will begin in 2019. Most developing countries will follow with a freeze of HFCs consumption levels in 2024, and some in 2028. Developed countries are required to phase down HFC production and use by 85 per cent by 2036, with developing countries achieving this reduction by 2047.
If successfully implemented, the Amendment is anticipated to avoid up to 0.4 degrees Celsius of global warming by the end of the century, a significant contribution towards the Paris Agreement's objective of keeping the global temperature rise "well below" 2 degrees Celsius.
