The Convention abolishes penal sanctions for breaches of contract of employment by indigenous workers. The International Labour Organisation is convinved the time has come for the abolition of such penal sanction, the maintenance of which in national legislation is contrary to modern conceptions of the contractual relationships between employees and workers, and to the personal dignity and rights of man. Article 1 of the Convention provides that the competent authority in each country where there exisits any pernal sanction for breach of contract of employment shall take action for the abolition of all such penal sanctions.
